Description

The Government intends to procure comprehensive and efficient maintenance, repair, and minor rehabilitation services for the W. Kerr Scott Project facilities, which include the Visitor Assistance Center & Environmental Education Center, twelve recreation areas, approximately 40 miles of trails, shoreline areas, 1,475 surface acres of reservoir, visitor center security and fire systems, operational areas, forestry and wildlife lands, and Government-owned vehicles, vessels, and equipment. The Contractor will be responsible for furnishing all necessary management, personnel, materials, supplies, and consumables. Government-furnished property will be identified separately. The Government requires the contractor to maintain these facilities in a safe, functional, and aesthetically pleasing condition, ensuring uninterrupted visitor access and efficient operation of critical infrastructure.

INSTRUCTIONS FOR SUBMISSION
Proposals shall be submitted electronically via email to both the Contract Specialist (benjamin.t.rickman@usace.army.mil) and the Contracting Officer (troy.d.small@usace.army.mil).

Questions will be accepted until 2 January 2026. All questions must be submitted via ProjNet at https://www.projnet.org. See attachment 0006 - ProjNet Information for details. The Government is not obligated to respond to questions received after this deadline. Relevant questions received within the specified timeframe will be answered via amendment to this Request for Proposal (RFP). Telephonic inquiries will not be addressed. Proposals must adhere to the sequence and format outlined in attachment 0004 General Proposal Submission Requirements.

Offerors will have the opportunity to tour the W. Kerr Scott Dam & Reservoir and surrounding areas using personal vehicles. The site visit will be conducted over one day only; no alternate dates will be available.

Background
The Government intends to procure comprehensive and efficient maintenance, repair, and minor rehabilitation services for the W. Kerr Scott Project facilities. The mission is to maintain these facilities in a safe, functional, and aesthetically pleasing condition to ensure uninterrupted visitor access and efficient operation of critical infrastructure.

Work Details
The Contractor will be responsible for furnishing all necessary management, personnel, materials, supplies, and consumables required for the maintenance and repair of the facilities. Specific tasks include:
- Maintenance of the Visitor Assistance Center & Environmental Education Center.
- Upkeep of twelve recreation areas.
- Management of approximately 40 miles of trails.
- Maintenance of shoreline areas and reservoir surfaces.
- Operation and upkeep of visitor center security and fire systems.
- Maintenance of operational areas related to forestry and wildlife lands.
- Care for Government-owned vehicles, vessels, and equipment.

The contractor must ensure that all work is performed in compliance with safety regulations as outlined in Engineer Manual (EM) 385-1-1.
