The Naval Undersea Warfare Center Division, Newport, RI intends to award a 5-year multiple award contract to provide operational and logistics services to support various at-sea tests anywhere in the world for NUWCDIVNPT customers. The purpose of this contract is to acquire equipment, related services, and the logistics support necessary for supporting the Navy and other Department of Defense projects both locally and worldwide.

This requirement is a follow-on procurement to multiple-award contracts N6660420DM001, M002, M003 with Metson Marine Services, Seaward Services, and Oceanetics.

The North American Industry Classification System (NAICS) Code for this acquisition is 541990 Professional, Scientific, and Technical Services. The Small Business Size Standard is $19M.

Background
The Naval Undersea Warfare Center Division, Newport, RI intends to award a 5-year multiple award contract to provide operational and logistics services to support various at-sea tests anywhere in the world for NUWCDIVNPT customers.

The purpose of this contract is to acquire equipment, related services, and logistics support necessary for supporting the Navy and other Department of Defense projects both locally and worldwide. This requirement is a follow-on procurement to multiple-award contracts N6660420DM001, M002, M003 with Metson Marine Services, Seaward Services, and Oceanetics.

Work Details
The contractor shall provide operational and associated logistics for a variety of open ocean special projects where NUWC resources are not available. The contractor must have the ability to obtain all required specialized equipment and coordinate these services to provide all required support as detailed in the Statement of Work (SOW) and resulting task orders.

Key tasks include:
1. Vessel Services: Provide workboats and sea-going vessels ranging from 10 to 350 feet in length with crew and provisioning for multi-day at-sea testing.
2. Aircraft Services: Provide rotary-wing and fixed-wing aircraft services for marine mammal observation and torpedo recovery during ocean special projects.
3. Specialized Equipment: Supply additional specialized equipment such as Remotely Operated Vehicles (ROVs), Unmanned Underwater Vehicles (UUVs), underwater cameras, etc.
4. Mobilization/Demobilization: Provide logistics support for loading vessels or aircraft with necessary equipment for tests.
5. Progress Reporting: Prepare a Contractor’s Status Report indicating progress of work and potential issues.

The estimated period of performance is from June 27, 2025, through June 26, 2030.
