Background
The Department of Homeland Security (DHS), specifically the Office of Acquisition Management (OAQ) within U.S. Immigration and Customs Enforcement (ICE), is seeking to procure comprehensive Operational Support Aircraft Maintenance (OSAM) for two C-37B (or equivalent) Gulfstream 650ER aircraft.

Work Details
The contractor will provide comprehensive maintenance services including:
1. **Maintenance, Engineering, and Airworthiness Support:** Ensure continuous airworthiness and high operational readiness while minimizing mission disruption through proactive maintenance planning.

2. **Management, Staffing, and Operation of Aircraft:** Conduct maintenance activities in compliance with regulatory requirements and technical data. Specific tasks include:
a. Providing qualified pilots for various flight activities related to maintenance validation.
b. Supporting test flights necessary for secure communications accreditation with DHS/CIO.
c. Supplying qualified maintenance personnel and technical experts for scheduled and unscheduled maintenance activities.
d. Conducting maintenance coordination, discrepancy tracking, inspection support, servicing support, return-to-service planning, and readiness validation activities.
e. Providing program management personnel to coordinate maintenance priorities and ensure timely execution of OSAM activities.
f. Coordinating with aircraft maintenance providers, OEM representatives, avionics providers, secure communications stakeholders, and other authorized parties as needed.

3. **Safety, Compliance, and Airworthiness:** Maintain Government Furnished Aircraft (GFA) in accordance with DHS-specific Flight Program Standards and ensure compliance with FAA regulations.

Period of Performance
May 20, 2026 through June 19, 2026 with a one-month option period extending through July 19, 2026.

Place of Performance
The contract will be performed at the location where the aircraft are currently housed under the DHS Comprehensive Support to Removal Operations (CSRO) IDV contract.

Bidder Requirements
The contractor must have unique access to the aircraft currently housed alongside other DHS assets under the CSRO IDV contract. They must also possess the capability to mobilize necessary resources on short notice without risking the aircraft's airworthiness.
