OAQ procured, on a sole source basis, comprehensive Operational Support Aircraft Maintenance (OSAM) for two C-37B (or equivalent) Gulfstream 650ER aircraft to support and maintain airworthiness. The contractor provides the personnel, engineering services, and supply chain management necessary to ensure continuous airworthiness of the aircraft. The contractor will support comprehensive scheduled and unscheduled maintenance in alignment with OEM guidance, airworthiness directives, and other FAA regulatory requirements.

The urgency surrounding the sole source award for aircraft operations and maintenance was driven by several unusual and compelling factors. Aircraft require continuous, specialized maintenance and operational activity to remain airworthy; even brief lapses can lead to rapid degradation, costly repairs, or permanent loss of certification. Upon transfer of ownership, the Government did not have the infrastructure, personnel, or contracts in place to assume maintenance responsibilities immediately, and any delay in securing maintenance would have jeopardized the aircraft's condition and value.

The Contractor that received the award possessed unique, immediate access to the aircraft. No other vendor could mobilize the necessary resources, personnel, and equipment on such short notice without risking the aircraft's airworthiness. Furthermore, Federal Aviation Administration (FAA) regulations mandate strict adherence to maintenance schedules and operational checks; failure to comply could result in regulatory penalties, loss of airworthiness certificates, and inability to deploy the aircraft for mission-critical operations. The aircraft are essential for DHS mission requirements, and any period of non-availability directly impacts operational readiness, homeland security, and public safety.

Background
The Department of Homeland Security (DHS), specifically the Office of Acquisition Management (OAQ) within U.S. Immigration and Customs Enforcement (ICE), is seeking to procure comprehensive Operational Support Aircraft Maintenance (OSAM) for two C-37B (or equivalent) Gulfstream 650ER aircraft.

This contract is essential to maintain airworthiness and support DHS mission requirements, which are critical for operational readiness, homeland security, and public safety. The urgency for this sole source award arises from the immediate need for specialized maintenance services that ensure continuous airworthiness, as any delay could lead to significant degradation or loss of certification.

Work Details
The contractor will provide comprehensive maintenance services including:
1. **Maintenance, Engineering, and Airworthiness Support:** Ensure continuous airworthiness and high operational readiness while minimizing mission disruption through proactive maintenance planning.

2. **Management, Staffing, and Operation of Aircraft:** Conduct maintenance activities in compliance with regulatory requirements and technical data. Specific tasks include:
a. Providing qualified pilots for various flight activities related to maintenance validation.
b. Supporting test flights necessary for secure communications accreditation with DHS/CIO.
c. Supplying qualified maintenance personnel and technical experts for scheduled and unscheduled maintenance activities.
d. Conducting maintenance coordination, discrepancy tracking, inspection support, servicing support, return-to-service planning, and readiness validation activities.
e. Providing program management personnel to coordinate maintenance priorities and ensure timely execution of OSAM activities.
f. Coordinating with aircraft maintenance providers, OEM representatives, avionics providers, secure communications stakeholders, and other authorized parties as needed.

3. **Safety, Compliance, and Airworthiness:** Maintain Government Furnished Aircraft (GFA) in accordance with DHS-specific Flight Program Standards and ensure compliance with FAA regulations.

Period of Performance
May 20, 2026 through June 19, 2026 with a one-month option period extending through July 19, 2026.

Place of Performance
The contract will be performed at the location where the aircraft are currently housed under the DHS Comprehensive Support to Removal Operations (CSRO) IDV contract.

Bidder Requirements
The contractor must have unique access to the aircraft currently housed alongside other DHS assets under the CSRO IDV contract. They must also possess the capability to mobilize necessary resources on short notice without risking the aircraft's airworthiness.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on the prior contract 70CDCR26P00000010 awarded to Salus Worldwide Solutions for $4,317,331 (05/28/26–07/27/26), which provided operational support aircraft maintenance for ICE government-owned aircraft. The current OSAM requirement similarly calls for comprehensive scheduled and unscheduled maintenance, airworthiness support, and operational maintenance coordination in alignment with OEM guidance and FAA requirements, suggesting the work is a continuation of the same aircraft maintenance support function for DHS/ICE aircraft.
