The purpose of amendment 0002A is to provide a copy of the submitted question and response in regards to solicitation N00421-22-R-0185 Amendment 0002.

Amendment 0002: The purpose of amendment 0002 is to extend the proposal submittal date to 2:00 PM Eastern Time 02 December 2022. All questions must be submitted no later than 12:00 PM Eastern Time on 9 November 2022 and the Government request Past Performance information be submitted 14 days prior to the proposal submission date. There are no other changes to the solicitation. *This is a request for proposal* The Naval Air Warfare Center - Aircraft Division (NAWCAD) at Patuxent River, MD announces its intention to issue a Cost-Plus-Fixed-Fee (CPFF) (One-year Base, plus 4 one-year options) contract for the procurement of services necessary to provide operational, logistic and technical services to support the NAWCAD Atlantic Targets and Marine Operations Key West (ATMO KW) facility in Key West, Florida. Under this requirement, contractors shall provide project support by interfacing with scientists, project engineers and other contractor support personnel who utilize the vessels, facilities and equipment. Background
The Naval Air Warfare Center - Aircraft Division (NAWCAD) at Patuxent River, MD announces its intention to issue a Cost-Plus-Fixed-Fee (CPFF) (One-year Base, plus 4 one-year options) contract for the procurement of services necessary to provide operational, logistic and technical services to support the NAWCAD Atlantic Targets and Marine Operations Key West (ATMO KW) facility in Key West, Florida. The contract will be conducted as a small business set-aside.

Work Details
The contractor shall provide project support by interfacing with scientists, project engineers and other contractor support personnel who utilize the vessels, facilities and equipment. The contract includes Cost-Plus-Fixed-Fee (CPFF) Contract Line Item Numbers (CLINs) for Labor, and cost reimbursable CLINs for Other Direct Costs (ODCs), which include Travel, Material, and miscellaneous ODCs. The CLIN structure is established to maintain Financial Improvement Audit Readiness (FIAR) compliance. The Option periods shown in Sections B include CLINs that are priced at an overall Labor and ODC level. The contractor will not be authorized to access any classified information until a final DD Form 254 is incorporated as an Attachment to the contract.

Period of Performance
The contract includes a one-year base period and four one-year options.

Place of Performance
The work will be performed primarily at Key West, FL; however, the contractor will be required to support worldwide at-sea exercises.
