Description

The U.S. Department of Labor, Job Corps has a requirement for providing wrap-around services at the New York City Job Corps Centers. The New York City Job Corps Centers are include the South Bronx Job Corps Center located at 1771 Andrew Lane, Bronx, New York 10453 and the Brooklyn Job Corps Center located at 585 DeKalb Avenue, Brooklyn, New York 11205.

The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $41.5M.

The Contractor shall provide wrap around services at the aforementioned Job Corps Center, which includes providing academic, career technical, career success skills, and career development training, and related support services, for a PLANNED On Board Strength (OBS) total of:

  1. South Bronx campus: 250 students consisting of 108 residential male students, 105 residential female students, 18 nonresidential male students, and 19 nonresidential female students.
  2. Brooklyn campus: 75 nonresidential male students, and 70 nonresidential female students.

The Contractor shall provide Outreach and Admissions services at a location(s) determined by the contractor to ensure the arrival of a minimum of 1,705 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The Contractor shall undertake all measures and efforts necessary to ensure that the center attains and/or maintains an average monthly OBS equal to 100% of the center's planned OBS (planned OBS for this Center is set out at Section C.2.B below).

The Contractor shall provide Career Transition Services for all graduates and former enrollees of the center, regardless of where the graduate or former enrollee resides or matriculates. The Contractor shall be responsible for providing CTS services for all graduates and former enrollees within their eligibility period that separated under the prior operator.

Work Details
The Contractor shall provide Outreach and Admissions services to ensure the arrival of a minimum of 1,705 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. Additionally, the Contractor shall provide Career Transition Services for all graduates and former enrollees of the center. The Wraparound contract provider is to coordinate with the Learning contract provider detailing collaboration processes, tools, and timelines; develop or adopt a common assessment of employability skills; develop a data sharing protocol; collaborate on matters of individual student behavior, progress, and needs; facilitate opportunities for Work-based learning in collaboration with the Learning contract provider; supervise students' evening and weekend studies after the training day; coordinate support activities with the Learning provider in delivery of driver education; provide recreation and leisure time programming and social development services in coordination with the Learning provider.
