Background
The U.S. Department of Labor, Office of Job Corps, is issuing this Request for Proposal (RFP # 1605JE-24-R-00006) to acquire a five-year contract for the operation of the New Hampshire Job Corps Center located in Manchester, New Hampshire.

The mission of the Job Corps program is to address barriers to employment faced by disadvantaged youth through comprehensive career development services. This solicitation is restricted at 100% small business set-aside.

Work Details
The contractor shall operate the New Hampshire Job Corps Center, providing academic, career technical, career success skills, and career development training for a planned On Board Strength (OBS) of 300 students. This includes 134 residential male students, 134 residential female students, and 32 nonresidential students.

The contractor will also provide Outreach and Admissions services to ensure a minimum annual arrival of 370 students into the program and Career Transition Services (CTS) for all graduates. Key tasks include:
1. Providing academic and vocational training along with support services.
2. Conducting outreach to recruit eligible youth from designated workforce areas.
3. Ensuring compliance with the Workforce Innovation and Opportunity Act (WIOA) and Department of Labor regulations.
4. Maintaining a clean and safe environment at the center.
5. Implementing a Phase-Out Plan for seamless transition of services to successor contractors.

Period of Performance
Base Period from August 1, 2025, to August 31, 2027 (including a one-month phase-in), with options extending through August 31, 2030.
