The U.S. Department of Labor (DOL), on behalf of the Employment Training Administration (ETA) Office of Job Corps (OJC), has a requirement for Career Technical Training (CTT) services and support for the Plastering Trades in accordance with the attached Performance Work Statement (PWS) for a 12-month base period and four (4) 12-month option periods.

DOL anticipates that this requirement will result in award of a Fixed Price Incentive Fee (FPIF) (Firm Target) type contract.

This is an unrestricted competition for NAICS Code 624310 (Vocational Rehabilitation Services) only.

Eligible vendors shall provide technical and price proposals by the applicable due date per block 8 on this form. Any discount terms are highly encouraged.

Amendment 0001 to RFP 1605C2-23-R-00019 is now posted to provide responses to all Pre-Solicitation Inquiry (or Submission of Solicitation Questions (SSQ)) Questions received.

Background
The U.S. Department of Labor (DOL), through the Employment Training Administration (ETA) Office of Job Corps (OJC), is seeking to provide Career Technical Training (CTT) services specifically for the Plastering Trades. This initiative aims to support Job Corps students in overcoming barriers to employment and achieving sustainable career outcomes.

The Job Corps program, established under the Economic Opportunity Act of 1964 and currently authorized by the Workforce Innovation and Opportunity Act, offers comprehensive career development services including vocational training, academic education, and employability counseling.

Work Details
The contractor will operate CTT programs at various Job Corps Centers focusing on the Plastering Trades. Responsibilities include:
- Providing a comprehensive range of career technical training and support services for students.
- Facilitating work-based learning opportunities and career exploration activities.
- Offering employability counseling and outcome-based supports for career placements.
- Creating pathways for students into union positions, Registered Apprenticeships, and other quality job placements.
- Developing a Quality Control Plan (QCP) to ensure compliance with performance standards outlined in the Performance Work Statement (PWS).
- Conducting training Monday through Friday, excluding federal holidays, ensuring an adequate workforce for uninterrupted service delivery.
- Collaborating with center staff to enhance student engagement in training programs and community activities.

Period of Performance
The contract will have a base period of 12 months starting from August 1, 2023, with four optional periods of 12 months each, extending potentially until July 31, 2028.

Place of Performance
The contract will be performed at multiple Job Corps Centers across various locations including Loring (ME), Oneonta (NY), Frenchburg (KY), Pittsburgh (PA), St. Louis (MO), Sacramento (CA), among others.
