The Department of Labor (DOL), on behalf of the Employment and Training Administration (ETA), Office of Job Corps (OJC), has a requirement for Career Technical Training services and support for Heavy Construction in accordance with the attached Performance Work Statement (PWS) for a 12-month base period and four (4) 12-month option periods.

DOL anticipates that this requirement will result in an award of a Fixed Price Incentive Fee (FPIF) Firm Target type contract.

Eligible vendors shall provide technical and price proposals by the applicable due date. Any discount terms are highly encouraged.

Amendment 0001 to RFP 1605C2-23-R-00009 is now posted to provide responses to all Pre-Solicitation Inquiry (or Submission of Solicitation Questions (SSQ)) Questions received.

Background
The Department of Labor (DOL), through the Employment and Training Administration (ETA) and the Office of Job Corps (OJC), is seeking to provide Career Technical Training services for Heavy Construction. This initiative aims to support Job Corps students in acquiring skills that lead to high-quality employment outcomes and long-term workforce attachment.

Job Corps is a national program designed to assist eligible youth in overcoming barriers to employment, offering comprehensive career development services since its establishment under the Economic Opportunity Act of 1964.

Work Details
The contractor will operate Career Technical Training (CTT) programs at various Job Corps Centers focusing on Heavy Construction. Responsibilities include:
1. Providing a comprehensive range of career technical training, work-based learning, career exploration, employability counseling, and outcome-based supports for career placements.
2. Creating placement pathways into union positions, Registered Apprenticeships, and other quality job placements.
3. Developing and maintaining a quality control program to ensure compliance with performance standards outlined in the Performance Work Statement (PWS).
4. Submitting an annual NTC Operational Plan detailing administrative structures, operational systems, recruitment strategies, staff qualifications, and collaboration plans with center staff.
5. Reporting quarterly on progress toward goals outlined in the Operational Plan and responding to miscellaneous requests from the COR.

Period of Performance
The contract will have a base period of 12 months with four additional option periods of 12 months each.

Place of Performance
The contract will be performed at various Job Corps Centers located in Westover, Pittsburgh, Woodstock, Turner, Anaconda, Chicopee (MA), Cass (PA), Wind River (MD), Atterbury (AR), Riverton (WY), Edinburgh (IN), Puxico (MO), Albany (GA), Fort Simcoe (WA), Anaconda (MT), Sacramento (CA), Jacobs Creek (TN), and Mingo.
