Operation of CTT programs at Job Corps Centers – Brick and Tile Trades

Background
The U.S. Department of Labor (DOL), through the Employment Training Administration (ETA) and the Office of Job Corps (OJC), is seeking to provide a Brick and Tile program aimed at enhancing career technical training for eligible youth. This initiative is part of Job Corps, a national residential training and employment program designed to address barriers to employment faced by young individuals. The program's goal is to facilitate high-quality employment outcomes and long-term workforce attachment for Job Corps graduates, aligning with the Workforce Innovation and Opportunity Act.

Work Details
The contractor will be responsible for operating Career Technical Training (CTT) programs specifically in Brick and Tile Trades at various Job Corps Centers. Key tasks include:

1. Providing comprehensive career technical training, work-based learning, employability counseling, and support for career placements.

2. Developing placement pathways into union positions and Registered Apprenticeships.

3. Ensuring that all services meet quality standards as outlined in the Performance Work Statement (PWS).

4. Submitting a Quality Control Plan within 30 days of contract execution.

5. Conducting training Monday through Friday, excluding federal holidays, while maintaining an adequate workforce.

6. Collaborating with center staff to ensure alignment with industry standards and job market demands.

Period of Performance
The contract includes a base period of 12 months with four optional periods of 12 months each, allowing for a total potential performance duration of up to 60 months.

Place of Performance
The services will be performed at designated Job Corps Centers located in Morganfield, KY (Earle C. Clements) and Little Rock, AR.
