The Department of Labor (DOL), on behalf of the Employment and Training Administration (ETA), Office of Job Corps (OJC), has a requirement for Career Technical Training services and support for Building Construction Trades in accordance with the attached Performance Work Statement (PWS) for a 12-month base period and four (4) 12-month option periods.

DOL anticipates that this requirement will result in the award of a Fixed Price Incentive Fee(FPIF) firm target type contract.

Eligible vendors shall provide technical and price proposals by the applicable due date. Any discount terms are highly encouraged.

Amendment 0001 to RFP 1605C2-23-R-00007 is now posted to provide responses to all Pre-Solicitation Inquiry (or Submission of Solicitation Questions (SSQ)) Questions received.

Background
The Department of Labor (DOL), through the Employment and Training Administration (ETA) and the Office of Job Corps (OJC), is seeking to provide Career Technical Training services for Building Construction Trades. This initiative aims to support Job Corps students in overcoming barriers to employment and achieving long-term job placements.

The program is part of a national effort to enhance workforce readiness among youth, aligning with the Workforce Innovation and Opportunity Act.

Work Details
The contractor will operate Career Technical Training (CTT) programs at various Job Corps Centers, focusing on Building Construction Trades. Responsibilities include:
- Providing comprehensive career technical training, work-based learning, career exploration, employability counseling, and outcome-based supports for career placements.
- Developing pathways for students into union positions and Registered Apprenticeships.
- Ensuring compliance with quality control measures and maintaining an effective quality control program.
- Submitting a Quality Control Plan within 30 days of contract execution.
- Conducting training Monday through Friday, excluding federal holidays.
- Collaborating with center staff to support outreach efforts and student enrollment.
- Participating in center activities and maintaining relationships with local businesses for student placement opportunities.

Period of Performance
The contract includes a base period of 12 months with four additional option periods of 12 months each, totaling up to 60 months if all options are exercised.

Place of Performance
The services will be performed at various Job Corps Centers across the United States, including locations in Edison, NJ; Shreveport, LA; New Haven, CT; Bronx, NY; and many others.
