Background
The solicitation is a Sources Sought Notice issued by the Commander, Military Sealift Command (COMSC), Towing & Salvage (PM4), N105B. It is a market survey to gather information for a potential government-owned, contractor operated (GOCO) vessels contract to operate and maintain five to ten offshore towing & salvage vessels in the NAVAJO Class (T-ATS) similar in design and operation to Anchor Handling Tug Supply (AHTS) vessels. The vessels will support towing, salvage, and undersea rescue missions for the U.S. Navy.

Work Details
The contractor shall provide qualified vessel officers and crew, operational and technical support to operate, maintain and repair the vessels. The contractor shall furnish and/or reimburse for equipment, tools, provisions, and supplies. The contractor shall operate and maintain the T-ATSs and associated equipment to MSC standards of seamanship, material readiness and appearance, and ensure the vessels are mission-ready at all times.
The T-ATSs operating tempo will likely be “Full Operating Status (FOS)” with the potential for up to three, 14 day voyage repair availabilities and one (1), 60-75 day Midterm Availability/Regular Overhaul (MTA / ROH) for maintenance each year. The contract style may result in a Firm-Fixed Price (FFP) contract with reimbursable elements.

Period of Performance
The period of performance is anticipated to be one 12-month base period and four 12-month option periods, estimated to run from 1 October 2025 through 30 September 2030.

Place of Performance
The contract will be performed worldwide. However, the first year following delivery of each ship will be spent on U.S. East Coast in vicinity of Joint Expeditionary Base Little Creek/Ft Story, Norfolk, Virginia.
