Operation, Maintenance, and Modernization of Hawthorne Army Depot

Background
The Army Contracting Command-Rock Island (ACC-RI), on behalf of the Joint Munitions Command, issues solicitation W519TC-25-R-A005 for the operation, maintenance, and modernization of the Hawthorne Army Depot (HWAD) starting in calendar year 2026.

HWAD is a Government-Owned Contractor-Operated (GOCO) facility located in Hawthorne, Nevada, providing Supply Depot Operations (SDO), including storage, receipts, issues, and demilitarization of munitions. It is the largest Army Depot in the Organic Industrial Base and the only GOCO with demilitarization capability. The contract aims to ensure effective management and operational readiness of HWAD while promoting commercial use and supporting small businesses.

Work Details
The contractor will be responsible for:
1. Operating, maintaining, and modernizing equipment and facilities at HWAD.
2. Providing base support operations including environmental management, fire protection, safety, and security.
3. Encouraging commercial use of HWAD facilities and actively marketing capabilities to increase opportunities for small businesses.
4. Tracking and reporting costs, revenues, job creation, and benefits from tenant use at HWAD.
5. Ensuring compliance with installation requirements for tenants and decontaminating facilities before occupancy.
6. Submitting Tenant Use Agreements (TUAs) for tenant activities that include justification for use, project scoring packages, environmental documentation, cost breakdowns, and safety plans.
7. Conducting annual validations of ARMS program activities including tracking costs and revenues associated with third-party commercial use.
