Background
This solicitation is issued by the Military Sealift Command (MSC) for the operation and maintenance of the Offshore Petroleum Distribution System (OPDS), which includes the USNS VADM K.R. WHEELER and the USNS FAST TEMPO. The OPDS is designed to support U.S. Forces and allies by delivering fuel from tankers or fuel barges to designated beach sites, enhancing operational readiness and logistical capabilities.

Work Details
The contractor will be responsible for the operation and maintenance of the OPDS, which consists of one U.S. flagged self-sustaining vessel (USNS VADM K.R. WHEELER) and one tender boat (USNS FAST TEMPO). Key tasks include:
- Ensuring vessels are mission-ready at all times in accordance with American Bureau of Shipping (ABS) and U.S. Coast Guard (USCG) regulations.
- Maintaining a valid USCG Certificate of Inspection (COI) and ABS Classifications.
- Manned by Contract Mariners (CONMARs) and OPDS Mission Specialists trained in handling, stowage, maintenance, repair, deployment, and recovery of equipment.
- The vessels will primarily operate in Reduced Operating Status (ROS) until activated to Full Operating Status (FOS), with potential worldwide deployment.
- Conducting maintenance of fuel transfer equipment and ship overhauls every three years.
- Possessing a SECRET-level Facility Security Clearance at the time of offer.

Period of Performance
The contract will have a firm 12-month period with four optional 12-month periods, commencing on December 1, 2025.

Place of Performance
The vessels will remain in Western CONUS while in Reduced Operating Status but may be deployed worldwide when activated.
