Description

Furnish all planning, supervision, administration, labor, equipment, material, supplies, replacement or repair parts, and all things necessary for the Operation and Maintenance of the Tennessee Tombigbee Waterway and Okatibbee Lake Projects, Alabama and Mississippi. The project is a vital inland waterway that connects the north-flowing Tennessee River to the south-flowing Tombigbee River. The waterway extends from mile 217 on the Black Warrior and Tombigbee near Demopolis, Alabama, to mile 215 on the Tennessee River in the Pickwick Pool near the common boundary of Mississippi, Tennessee, and Alabama. The project is located in west central Alabama and northeastern Mississippi; Sumter, Greene, and Pickens Counties in Alabama, and Noxubee, Lowndes, Clay, Monroe, Itawamba, Prentiss, Lauderdale, Kemper and Tishomingo Counties in Mississippi. The overall length (navigation miles) of the Tennessee-Tombigbee Waterway is 234 miles. As constructed, the project has ten locks and dams and numerous other related navigation structures and features such as spillways, flow structures, stabilization structures, levees, dikes, etc. Currently the project Navigation is providing for approximately 1300 commercial lockages annually and 750 recreational lockages. The commodity tonnage for 2012 was approximately 6 million tons. Recreational areas were completed early in 1994 and include eight Class A Campgrounds, three Visitor Centers and 52 Day Use Areas (including Okatibbee sites) providing for boating, fishing, picnicking, swimming, and other recreation activities, wildlife management areas on project and wildlife mitigation lands in both Alabama and Mississippi. The project is operated under the direction of Mobile District, U.S. Army Corps of Engineers, Mobile, Alabama. Average annual visitation exceeds 1 million visitors. Requirements also include the operation and maintenance of a floating plant consisting of a towboat, crane barge and several other workboats and barges, as well as major lock maintenance closures to accomplish major overhaul and repair work. In general (not all inclusive), work will entail maintenance and repair of project structures, buildings, offices, maintenance facilities, operation areas and roads; locks, dams, spillways and miscellaneous flow structures; vehicles, floating plant, boathouses, bathhouses, washhouses, toilets, gatehouses, security and other fences, sanitary disposal systems, launching ramps, playground equipment, bulletin boards, game courts, water and electrical systems, telephone lines, picnic sites, campsites, and other related facilities. Work required to perform this type of maintenance includes carpentry, masonry, electrical, mechanical, structural, plumbing, chipping, caulking, sealing, cleaning, resetting, welding and replacing parts or equipment. Additional maintenance work includes guardrails, gates, electric barrier gates, signs, bumper blocks, landscaped areas, beaches, navigation or swimming buoys, paved roads, parking lots, trails, navigation aids, courtesy docks, and boundary lines. Services to be performed include general maintenance, cleaning, custodial service, garbage removal, grass mowing, saddle dike and overlook clearing, debris removal, operation of the project visitor center, repair to riprap slopes, repair to earthen slopes, excavation, and storage and disposal of hazardous and/or toxic materials. It is anticipated that one (1) Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) with a $95,000,000.00 capacity will be awarded for a five (5) year ordering period. This procurement is 100% set-aside for small business. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $47,000,000.00 for the past three (3) years under NAICS 561210.The solicitation will only be issued as a direct download at the following website: https://piee.eb.mil. All offerors must be registered in the Procurement Integrated Enterprise Environment (PIEE) before they will be allowed to download solicitation information. The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the best interest of the Government. Background
The U.S. Army Corps of Engineers, Mobile District, is issuing a contract for the operation and maintenance of the Tennessee Tombigbee Waterway and Okatibbee Lake Projects located in Alabama and Mississippi.

This vital inland waterway connects the north-flowing Tennessee River to the south-flowing Tombigbee River, extending 234 miles with ten locks and dams. The project supports approximately 1,300 commercial lockages and 750 recreational lockages annually, with an average annual visitation exceeding 1 million visitors.

The contract aims to ensure the effective management and upkeep of various facilities and structures associated with these waterways.

Work Details
The contractor will be responsible for a wide range of tasks including:
- Maintenance and repair of project structures such as buildings, offices, maintenance facilities, locks, dams, spillways, vehicles, floating plant (towboat, crane barge), boathouses, bathhouses, washhouses, toilets, gatehouses, security fences, sanitary disposal systems, launching ramps, playground equipment, bulletin boards, game courts, water and electrical systems.

- Operation of visitor centers including reception duties to inform visitors about the project and its facilities.
- Maintenance of wastewater treatment facilities as required by state regulations.
- Coordination with other contractors on-site to prevent interference with their work.
- Implementation of a safety program in accordance with USACE Safety Manual EM 385-1-1.

Place of Performance
The work will be performed in west central Alabama and northeastern Mississippi across various counties including Sumter, Greene, Pickens in Alabama; Noxubee, Lowndes, Clay, Monroe, Itawamba, Prentiss, Lauderdale, Kemper and Tishomingo in Mississippi.
