A. This Amendment 0001 is hereby issued to:

1. Revise the PWS:

a) Title of C-3.0 changed to read CONTRACTOR FURNISHED EQUIPMENT

b) C-3.1.1 is revised as follows:

"Prime movers, tractors and refuelers utilized in the performance of this contract must meet the current standards listed in, "Section 3.1 Vehicles and Equipment," and be capable of meeting all the requirements outlined in the PWS for the duration of the basic and option contract performance periods. All refueling vehicles taken out of service for maintenance and repair must be reported to the COR. However, this does not relieve the Contractor of their responsibility in meeting fuel servicing requirements within this PWS. The Contractor will include in their technical proposal the make, model, manufacture date, capabilities relevant to this PWS, specifications, and maintenance/inspection records of all contractor-furnished vehicles and equipment. The technical proposal will include contingency plans for major/minor breakdowns or unavailability of contractor-furnished equipment such as vehicles, boats, and forklifts that ensure no disruption of support or inability to meet contract requirements. These contingency plans must include plans for varying quantities of unavailable equipment, such as one refueler out of service, two refuelers out of service, three to four or more, etc. This information will be included for use in evaluating the contractor's ability to perform as required for the duration of the contract. The contractor must ensure that all proposed refueling vehicles and equipment are in place at the start of the performance period."

Incorporated revised PWS, dated October 31, 2017 replaces all previous versions. (Attachment I)

2. Revise the solicitation:

a) Update the deadline stated in the solicitation for receipt of proposals from "no later than 1:00 PM local time Fort Belvoir, VA on or about TBD" to "no later than 3:00 PM local time Fort Belvoir, VA on Nov 16, 2017."

b) Replace language for FAR 52.212-2, Factor 3: Price, Paragraph. 3 on pg. 94 to read: "In accordance with FAR 52.217-8, OPTION TO EXTEND SERVICES (NOV 1999), the Government has the unilateral right to extend any resulting contract under the same terms and conditions for a total of not more than six months. The method for evaluating the extension is to multiply an additional six months of requirements by the offered monthly price of CLIN 0002 (OPTION PERIOD). The sum of CLINs 0001, 0002, and the 52.217-8 Option to Extend Service price will be the offeror's total evaluated price."

Incorporated revised solicitation# SPE603-18-R-0503 replaces all previous versions. (Attachment II)
