This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation FA4877-20-R-0020 is issued as a request for proposal (RFP).

This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular FAC 2020-05 effective 30 Mar 2020.

There is no set aside for this solicitation. It is under full and open competition.

Davis Monthan is seeking vendors that can provide all personnel, labor, equipment, tools, materials, transportation, supervision, and other items and services necessary to operate, maintain, repair, and upgrade the Energy Management and Control System (EMCS), at Davis- Monthan Air Force Base (DMAFB), AZ. Contractor must have an active Facility Security Clearance (FCL) of at least a Secret at the time of proposal in order to be eligible for award.

Period of Performance is 1 Jun 2020-31 May 2020 with 4 option years and a 6 month extension. Place of Performance is at Davis Monthan AFB in Tucson, AZ.

52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and addenda are included in the SF1449.

Evaluation Criteria are included on the SF1449 pg 62 .

Offeros must complete and return a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.

52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional clauses have been "X'd" by the Contracting Officer to be included by reference.
