Operation and Maintenance (O&M) of Sea-Based X-Band Radar (SBX-1) Synopsis   2

Background
The Military Sealift Command has a requirement for the Operation and Maintenance (O&M) of Sea-Based X-Band Radar (SBX-1). The Contractor shall operate and maintain the vessel to support the assigned missions. The vessel shall be operated in a professional manner and maintained in a good operable condition, and shall be mission-ready at all times (excluding scheduled maintenance, repair, and overhaul periods). This contract requires the Contractor to possess and maintain a SECRET facilities clearance and to employ personnel with SECRET security clearances.

Work Details
The Contractor shall operate the vessel and related systems and equipment in compliance with all relevant laws, terms of this contract, United States Coast Guard (USCG) and American Bureau of Shipping (ABS) rules and regulations that would apply as if it is owned by a non-government entity, which includes, but is not limited to, maintaining a valid USCG Certificate of Inspection and ABS Classifications (including all statutory certificates) at all times.
Additionally, the Contractor shall undertake the hiring of an Offshore Supply Vessel (OSV), for the purpose of transporting government and contractor personnel, and refueling and resupply of SBX-1. The vessel shall be available for mission operations at all times when not in a maintenance availability coordinated with MSC.
The Government expects to award a single Firm-Fixed Price contract with reimbursable elements. The estimated issue date for this solicitation is on or about 04 January 2024 with an estimated closing date of 02 February 2024.
