Operation and Maintenance (O&M) of SBX-1   2

Background
The Military Sealift Command (MSC) has a requirement for the Operation and Maintenance (O&M) of the Sea-Based X-Band Radar (SBX-1) vessel. The solicitation has been posted in the Solicitation Module of Procurement Integrated Enterprise Environment (PIEE). The SBX-1 vessel is a public vessel of the United States Government under the administrative control of the Commander, Military Sealift Command (COMSC). Its mission is to provide Test Support services to the Missile Defense Agency and is a contingency component of the Ground Based Mid-Course Defense (GMD) element of the Ballistic Missile Defense System (BMDS) for the U.S. Strategic Command (STRATCOM).

Work Details
The contractor shall operate and maintain vessel SBX-1 to support assigned missions, ensuring it is operated in a professional manner, maintained in good operable condition, and mission-ready at all times. The contractor shall comply with USCG and ABS rules and regulations, maintain valid USCG Certificate of Inspection (COI), and ABS Classifications at all times. The contractor shall provide personnel, operational and technical support ashore and afloat, equipment, tools, provisions, and supplies necessary to operate and maintain the SBX-1. The contract includes provisions for Offshore Support Vessel resupplying SBX-1 while continuously on station.

Period of Performance
The contract performance period includes operating FOS with crews working twelve hours per day, seven days a week. The SBX-1 is projected to operate at-sea for 365 days a year, with two scheduled ROHs in the 5-year regulatory cycle lasting between 90-135 days each.

Place of Performance
The SBX-1 is expected to operate worldwide during the entire period of performance.
