Operation and Maintenance (O&M) of Draughon Bombing and Electronic Attack Range, Misawa Air Base, Japan   5

Background
The Draughon Bombing and Electronic Attack Range, located approximately 12 nautical miles north of Misawa Air Base, Japan, is a laser certified Class A Range covering approximately 1,892 acres. The range is operated under the oversight of the 35th Operation Support Squadron (35 OSS), which serves as the Range Controlling Agency (RCA). The mission of the range is to provide realistic training for service, joint, and coalition combat aircrews.

The Japanese Air Self Defense Force (JASDF) collaborates with the United States Air Force (USAF) in maintaining the range and providing support for aircraft missions. This contract aims to ensure effective operations and maintenance (O&M) of the range to support various U.S. Government agencies and their training needs.

Work Details
The contractor will be responsible for a variety of tasks including:
1. Operations Support: Planning, scheduling, performance analysis, and feedback to maximize training support while ensuring maintainability of systems.
2. Maintenance Support: Performing O&M on equipment and subsystems including mechanical, hardware, firmware, and software for Scheduled Government Furnished Property (SGFP).
3. Security Management: Ensuring a secure operating environment through proper Communications Security (COMSEC) processes.
4. Quality Control Management: Implementing quality control measures as specified in the Performance Work Statement (PWS).
5. Scheduled Government Furnished Property Management: Managing government-furnished equipment and ensuring its operational readiness.
6. Facility Maintenance: Maintaining facilities used for operations including custodial services and refuse collection.
7. Environmental Safety: Ensuring compliance with environmental safety regulations during operations.
8. Administrative Requirements: Providing necessary administrative support as outlined in the PWS.
9. Coordination with various military organizations for effective execution of operations.
