OUSD (R&E) CRITICAL TECHNOLOGY AREA(S): Advanced Materials OBJECTIVE: Generate novel approach to replacing the current Standard Missile-3 (SM-3) Transportation Protection System (TPS) barriers that is practical for logistics. Develop a light-weight, flexible ballistic barrier system to protect the SM-3 and other Integrated Warfare Systems (IWS) components. The key technical objective for a Phase I effort would be a feasibility study to demonstrate which commercially available materials could improve on the current TPS (MK450 Mod 0) system to include an assessment of its technical readiness and potential applicability to military and commercial markets. DESCRIPTION: The current TPS is impractical due to size, weight, and handling requirements, however it is the only system approved safe for use on the SM-3. This same system is also used across the IWS in the Missile Defense Agency (MDA). A novel system, that meets the ballistic requirements at a lower weight would allow IWS logistics to lower operating cost while ensuring safer and more efficient mission operations. The current TPS has been rejected by the Naval Munitions Command (NMC OPNAV 411) due to added logistic burden. PHASE I: Phase I plan is to have a trade study, feasibility analysis, and a cost estimate constructed for a replacement Transportation Protection System. The hope is to identify a candidate, or candidates that use modern, lighter materials that could provide equivalent ballistic protection. PHASE II: Phase II plan is to construct a prototype of the best candidate from Phase I, and to have it tested to qualify as a replacement for the current TPS. PHASE III DUAL USE APPLICATIONS: Phase III plan is to refine the prototype from Phase II and have multiple systems manufactured for the SM-3. This would also facilitate a similar solution for other MDA products, and for any munitions that require similar protection. REFERENCES: 1.
