Open-Source Intelligence Tools

Background
The FBI’s Directorate of Intelligence (DI), Information Technology Section (ITS) is issuing this Request for Information (RFI) to gather industry information on open-source intelligence tools.

The goal is to achieve products and capabilities that meet the FBI's requirements and are compatible with the commercial environment. This RFI seeks to identify potential barriers to obtaining solutions that fulfill these objectives.

Work Details
The RFI outlines two main categories of requirements: Mandatory Requirements for All Applicants and Additional Requirements Sought.

Key mandatory requirements include:
1. Vendors must be a US company or a US subsidiary; foreign companies will not be considered.
2. Only core open source companies will be accepted; no re-sellers will be considered.
3. The tool must have a user-friendly, intuitive UI that is easily navigated by non-technical users, allowing them to populate and analyze search results effectively.
4. The tool must provide relevant and accurate search results, detailing the origin of information for legal purposes when necessary, including user identifiers such as email addresses or phone numbers.

Vendors are also required to explain data retention policies and how unnecessary returns can be managed during data reviews.
