Notice of Conversion to PDPM rates.

Payment is issued IAW will use the Patient Driven Payment Model (PDPM) as the pricing method for new IDIQ contracts. VHA will also propose to modify current contracts in effect after September 30, 2025 to use PDPM. PDPM was introduced by Centers for Medicare and Medicaid Services (CMS) in 2019 and some states have adopted PDPM. CMS stopped supporting the Resource Utilization Groups (RUG) rates on in 2020. The temporary exceptions to this change are contracts awarded for Alaska and Oregon or awarded to a Medicaid-only nursing home in a state that has not yet converted to PDPM.

Future contract prices and modified contract prices using PDPM will follow the same fee schedule used for Veterans Care Agreements (VCA). These rates are set nationally and published at https://www.va.gov/COMMUNITYCARE/revenue-ops/Fee-Schedule.asp. VHA will no longer negotiate rates. VHA will provide PDPM claims assistance during the transition.

Background
The Department of Veterans Affairs (VA) is issuing this Request for Quote (RFQ) to establish multiple Indefinite Delivery Contracts (IDQ) for Nursing Home Services under the authority of 38 U.S.C. § 1720.

The goal is to provide necessary nursing home services to eligible Veterans across various counties in Texas as needs arise. This solicitation will remain open and active as proposals are received, with the first consideration scheduled for January 15, 2025.

Work Details
The contractor will provide Community Nursing Home services in accordance with the Performance Work Statement. Services include:
1. Furnishing all supplies and services at VA per diem rates upon acceptance of a VA patient by the Community Nursing Home (CNH).
2. Orders may be issued by authorized Ordering Officers using the CPRS system at VA hospital sites.
3. The contractor must cooperate with VA staff in referring appropriate veterans for care and must accept veterans they have the capability to care for.
4. The contract includes a minimum guaranteed amount of $20,000 and a maximum determined at the time of award, with a contract period consisting of a base year plus four option years.

Period of Performance
The contract period consists of a base year plus four option years, with an ordering period of up to five years beginning from the date of award, and a potential six-month extension at the government's discretion.

Place of Performance
The services will be performed in various counties within the State of Texas.
