Background
The Department of Veterans Affairs (VA) is issuing this Request for Quote (RFQ) to establish multiple Indefinite Delivery Contracts (IDQ) for Nursing Home Services under the authority of 38 U.S.C. § 1720.

The goal is to provide necessary nursing home services to eligible Veterans across various counties in Texas as needs arise. This solicitation will remain open and active as proposals are received, with the first consideration period running from January 1, 2026, to December 31, 2026.

Work Details
The contractor will provide Community Nursing Home services in accordance with the Performance Work Statement. Key requirements include:
1. Facilities must have current CMS certification and a State nursing home license.
2. Care must meet the health needs of VA patients and promote their well-being.
3. Facilities must accept VA referrals within 24 hours and provide primary medical care, including nursing care, meals, and other necessary services without extra charge.
4. Provider visits must occur at least once a month.
5. The contractor must ensure timely access to laboratory, x-ray, and other special services as needed.
6. Quality oversight visits by authorized VA staff will be conducted to ensure continuity of care.
7. Compliance with HIPAA regulations is mandatory.
8. Facilities must maintain a three-star overall rating or a two-star rating with a four-star quality measures score on CMS's Nursing Home Compare website to participate in the program.

Period of Performance
The contract period includes a base year from January 1, 2026, to December 31, 2026, with options for four additional years extending through December 31, 2030.

Place of Performance
The services will be performed in various counties within the State of Texas.
