OPE IT BPA; Data Collection, Analysis, Information Technology, and Cybersecurity

This document is a Blanket Purchase Agreement (BPA) for the Department of Education's Office of Postsecondary Education (OPE). The purpose of the BPA is to provide ongoing technical support and services for maintaining, enhancing, developing, and hosting various computer applications, web data collection instruments, servers, and databases that facilitate the management of key OPE operations. The BPA also includes ongoing analytical and automation support for data integration, reporting, analysis, research, modeling, forecasting, and data-driven decision making. Additionally, cybersecurity support services are required to develop and maintain cybersecurity processes and activities in compliance with relevant policies and regulations. The BPA will be used to issue task orders for specific requirements.

The work to be acquired under this BPA includes information technology support, software/web development and support, system engineering and design functions, data collection and analysis, system maintenance and enhancement, database management, cybersecurity services, and more. The timeframe of the acquisition is not specified in this document but will be determined by individual task orders issued under the BPA. The place of performance/delivery will be determined on a task order basis as well.

It is worth noting that this BPA emphasizes performance-based requirements focused on achieving desired outcomes and results. Quality assurance and surveillance will be conducted through a Quality Assurance Surveillance Plan (QASP) provided for each task order. The QASP will outline the desired outcomes, performance standards, measurements, and acceptable service levels for each task order.
