1. Regulatory & Legal Disclaimer
This Sources Sought Notice (SSN) is issued solely for information, planning, and market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This notice does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), Invitation for Bid (IFB), or a commitment by the Government to issue a solicitation in the future.
The Government does not intend to award a contract based on responses to this notice, nor will it reimburse respondents for any costs associated with preparing or submitting information. Any information submitted is strictly voluntary. The Government reserves the right to use the information provided for acquisition planning and to determine the availability of capable sources, including small business concerns. Responses to this notice will not be returned, and telephone inquiries will not be accepted.
2. Background, Introduction & Purpose
The Offshore Patrol Cutter (OPC) is a new class of cutter being acquired by the U.S. Coast Guard to replace the legacy 210-foot and 270-foot Medium Endurance Cutter fleets. Each OPC is equipped with two FM-MAN 16V 28/33D STC Main Propulsion Diesel Engines (MPDEs).
Because the FM-MAN 16V 28/33D STC engine is a highly specialized, proprietary system, it requires OEM-authorized life-cycle support, genuine parts, technical expertise, and training to maintain fleet readiness.
The purpose of this notice is to conduct market research to identify potential sources capable of providing OEM-authorized spare parts, repairable component overhaul services, technical support, and training for these engine platforms.
Market research currently indicates that only the Original Equipment Manufacturer (OEM), Fairbanks Morse, LLC (CAGE Code: 9MMV5), possesses the proprietary technical/engineering data and access to genuine OEM parts required to successfully support this platform. The purpose of this notice is to verify this exclusive status and identify whether any other capable sources exist, Accordingly, capable authorized distributors who possess the required qualifications are invited to submit a Capability Statement (detailed in Section 5) to demonstrate their ability to support this requirement.
Important Requirement: If submitting a Capability Statement as an authorized distributor, you must include a formal letter from the OEM, Fairbanks Morse, LLC, verifying your company's authorized distributor status.

4. Requirement Description
The Contractor shall provide life-cycle support for the FM-MAN 16V 28/33D STC Main Propulsion Diesel Engines installed onboard the OPC fleet. Support requirements include, but are not limited to:
- OEM-Authorized Spare Parts: Supply of new parts, tools, and kits, including preservation, packaging, packing, marking, and delivery. Reclaimed, recycled, remanufactured, or aftermarket parts are not acceptable.
- Overhaul Services: Depot-level overhaul of repairable components, including receipt, inspection, repair, testing, preservation, packaging, packing, marking, and delivery.
- Technical Support: Provision of OEM-certified technical representatives to provide remote and on-site support for scheduled maintenance and emergent repairs.
- Training: Operational and maintenance training for cutter crews and shoreside support personnel.

Notice Scope Interpretation: The target components listed above represent a baseline benchmark to evaluate a respondent's minimum capability to support the platform. Respondents must demonstrate the capability to provide, overhaul, and service these specific components. However, the Government reserves the right to request any and all other OEM parts, components, and services associated with the FM-MAN 16V 28/33D STC engine platform as operational needs arise under the resulting contract.
All supplies and services shall comply with applicable OEM specifications, technical manuals, quality assurance requirements, and military packaging standards (such as MIL-STD-2073-1 and MIL-STD-129).
5. Capability Statement Submission Requirements
Interested parties shall submit a Capability Statement demonstrating their ability to fulfill the technical, logistical, and quality requirements. Submissions must address the following:
- Company Profile: Company name, physical address, Unique Entity Identifier (UEI), Commercial and Government Entity (CAGE) code, business size standard under NAICS 333618, and all applicable socioeconomic certifications (e.g., SDVOSB, WOSB, HubZone, 8(a)).
- OEM Authorization (Critical): Clear identification of the respondent's relationship to the OEM platform (e.g., OEM, authorized distributor, or authorized service provider). Non-OEM sources must attach a formal letter of authorization from MAN Energy Solutions and/or Fairbanks Morse Defense validating their authorized access to proprietary data, parts, and technical training.
- Technical & Depot Experience: Details of prior experience supporting the FM-MAN 16V 28/33D STC engine platform, including relevant contract numbers, Federal client agencies, total contract values, and periods of performance.
- Field Engineering & Training Capabilities: Verification of the firm's capability to deploy OEM-certified technical representatives globally for emergency repairs, alongside their capacity to develop and deliver engine operational courses to Coast Guard personnel.
- Quality & Military Standards Compliance: Description of the firm's Quality Management System (QMS) (e.g., ISO 9001:2015, ISO/IEC 17025) and ability to execute military preservation and packaging in accordance with MIL-STD-2073-1 and MIL-STD-129.
- Proprietary Restrictions & Subcontracting: Explicitly identify any limitations regarding intellectual property, proprietary technical data, or licensing constraints. Additionally, outline potential components of the requirement that could be subcontracted to small business concerns.
