Description

The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the draft Performance Work Statement (PWS) below. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. See attached for response requirements.

Work Details
The contractor is required to provide multiple and integrated marketing communications services for its clients, including developing and delivering all creative concepts, outreach products, and media and project plans in keeping with approved brand guidelines. The contractor must also submit a comprehensive and detailed annual plan to OPA/JAMRS in August of each Fiscal Year (FY) that includes a statement of key advertising objectives, strategies for achieving them, expected outcomes, evaluation procedures.
The activities detailed in the plan shall be executable and feasible within the constraints provided by the OPA/JAMRS program. Other tasks include maintaining, inventorying, trademarking, copyrighting and preserving all digital content and files produced by the Contractor on behalf of OPA/JAMRS; conducting semi-annual inventory of materials provided during the contract; securing end user licensing agreements; providing measurement of integrated media effectiveness; conducting brand strategy research and reporting; providing marketing communications training to DoD personnel through conferences and seminars; providing a highly professional and experienced account management team to lead and manage a diverse and complex marketing communications program; developing collateral materials that promote or augment marketing, media, and military awareness efforts; assisting other OSD stakeholders with branding, advertising, and marketing support as required; providing a project management plan for complete program management support; providing transition of contract services; participating in a Post-Award Conference; providing deliverables as specified in the PWS; reporting ALL contractor labor hours required for performance of services provided under this contract via a secure data collection site; submitting an annual report to demonstrate progress towards small business subcontracting goals; incorporating mandatory trainings for contractor employees performing under this contract within 30 days of contract award.
