Background
The Department of Veterans Affairs is seeking a contractor to provide onsite phlebotomy services for the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, TX. The goal of this contract is to support healthcare services for Veteran beneficiaries by ensuring the availability of qualified phlebotomists to meet the medical needs of patients.

Work Details
The contractor shall provide a total of 33,280 phlebotomist hours per year, with an option to increase by an additional 11,050 hours as needed. Services include:
- Providing qualified personnel to perform phlebotomy services as specified in the Performance Work Statement (PWS).
- Ensuring compliance with patient safety protocols, including proper identification of patients using two identifiers.
- Maintaining records of hours worked and submitting timely invoices that include contract number, purchase order number, hours worked, and total price.
- Adhering to performance standards related to staffing coverage, execution of duties, workplace safety, and mandatory training requirements.
- Conducting quality assurance measures and responding to any performance discrepancies as outlined in the Quality Assurance Surveillance Plan (QASP).
