Background
The Department of the Treasury, Bureau of Engraving and Printing (BEP) requires a commercially available online global patent database subscription to support its mission of designing and manufacturing banknotes with advanced security features.

This subscription will enable the BEP Security Features Division (SFD) to systematically search and organize U.S. and international patent literature, analyze trends in intellectual property related to security features, and understand emerging technologies that may pose threats.

Work Details
The contractor shall provide a turn-key, internet-based subscription platform with the following capabilities:

- Full-text access to U.S. and international patent information;
- Access to patent documents and images;
- Foreign patent information including translation capabilities;
- Customizable reporting for searches;
- Secure web-based access using HTTPS encryption;
- Unlimited patent searching;
- Functionality for annotating and organizing research information;
- Patent analytics and visualization capabilities;
- Ability to save, organize, retrieve, modify searches;
- Online training resources such as manuals or webinars.

The subscription must support at least one concurrent user session and include details on licensing structure applicable to the proposed subscription.

Period of Performance
The contract will consist of a twelve (12)-month Base Period followed by four (4) twelve-month Option Periods.

Bidder Requirements
Bidders must demonstrate technical capability in providing a commercial patent database subscription that meets specified requirements including patent search capabilities, historical depth of information, user access/licensing, training, and technical support.
