One Identity and Access Management (IAM) Consolidation Pre-Solicitation Notice

Background
The agency has determined that a consolidation of contract requirements for Identity and Access Management (IAM) services is necessary and justified. This initiative aims to enhance operational efficiency, reduce costs, and improve compliance with federal standards.

The Federal Student Aid (FSA) Technology Directorate is leading this effort to align with strategic goals and optimize resource management.

Work Details
The consolidated IAM contract will encompass the following tasks and services:

1. Enhanced Operational Efficiency:
- Promote cohesive service delivery by providing a holistic view of FSA’s software systems.
- Integrate processes, tools, and resources for effective service delivery, reducing downtime and improving reliability.
- Standardize practices for faster issue resolution and streamlined communication.

2. Improved Vendor Collaboration and Innovation:
- Focus on delivering innovative solutions across all software systems to avoid service fragmentation.
- Foster stronger collaboration between FSA and the vendor for better alignment with strategic goals.

3. Flexibility and Scalability:
- Allow for scaling services as organizational needs evolve without requiring multiple contracts or providers.
- Enable seamless incorporation of new technologies under one contract.

4. Compliance:
- Concentrated compliance efforts with fewer resources required, including adherence to FedRAMP, NIST SP 800-63 IAL2/AAL2, OMB M-21-31, EO 14028 for SSO/MFA, OMB M-19-17 for identity management improvements, and OMB M-22-09 for Zero Trust initiatives.

Period of Performance
The contract will be performed over multiple option years as part of a long-term strategy to consolidate IAM services.
