This is a Sources Sought notice for Market Research purposes ONLY. This notice does not constitute a request for proposal, request for quote, or invitation for bid. This notice does not constitute a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. This information will be used to determine the availability of contractors capable of meeting the Government's minimum requirements. Telephone calls will not be accepted. Any questions regarding this notice shall be submitted in writing.

The Internal Revenue Service is seeking sources to determine if there are potentially qualified U.S. Small Business Administration (SBA) certified 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Women Owned Small Business (WOSB) and/or Small Business (SB) with the capability to:

Convert paper taxpayer records into searchable electronic files while maintaining the current organizational structure of the records and ensuring the protection of sensitive taxpayer information.

The potential North American Industrial Classification System Code (NAICS) is 518210 and Product Service Code (PSC) R699.

Submission Requirements: Interested sources are invited to respond to these sources sought by submitting the following:

  1. Contractor Information: Provide your company name, address, POC name, phone number, email, CAGE code, Unique Entity ID and NAICS.Size of business Large Business or Small Business. If small, please provide the socioeconomic status.
  2. If the services can be solicited from a General Services Administration (GSA) schedule contract vehicle or Open Market.
  3. A brief description of the capability, resources, technical competencies, and organizational experience related to the key task areas.

Those firms interested in providing information in response to this sources sought is requested to provide the above information to Neil Belden at neil.d.belden@irs.gov and Joyce Derry at joyce.d.derry@irs.gov, no later than 12:00 pm EST on 06/22/2026. Submissions shall not exceed five (5) single sided pages in length not including the cover page, table of contents and cover letter.

Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).

Background
The Internal Revenue Service (IRS) is seeking sources to determine if there are potentially qualified U.S. Small Business Administration (SBA) certified 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Women Owned Small Business (WOSB), and/or Small Business (SB) with the capability to provide on-site scanning and digitization services for taxpayer records currently maintained in hardcopy format at the IRS facility located at 1248 N University Drive, Plantation, FL.

The goal of this contract is to convert paper taxpayer records into searchable electronic files while maintaining the current organizational structure of the records and ensuring the protection of sensitive taxpayer information.

Work Details
The Contractor shall provide all labor, supervision, equipment, materials, and supplies necessary to perform on-site scanning and digitization services for approximately 330,000 pages across 101 boxes. The work includes:
- Digitizing taxpayer records into searchable electronic format;
- Preserving existing file organization and sequencing;
- Ensuring secure handling of taxpayer information containing PII/SBU/CUI/tax information;
- Delivering complete and accurate electronic files within the required performance period.

Specific tasks include:
- Document preparation such as removing staples, paper clips, and bindings; repairing folded or damaged pages; organizing documents;
- Scanning all pages in searchable PDF format using OCR technology with a minimum resolution of 300 DPI; ensuring legibility and completeness; capturing handwritten notes and annotations;
- Maintaining original document order and organization; restoring files in the same organizational structure as currently used by IRS;
- Complying with IRS security policies and safeguarding requirements for all taxpayer information.

Period of Performance
The Contractor shall complete all scanning and delivery requirements within four (4) months from the date of award.

Place of Performance
All services shall be performed at 1248 N University Drive, Plantation, FL.

Bidder Requirements
This opportunity is a Small Business Set Aside - Total (SBA). Bidders must provide trained personnel capable of handling sensitive taxpayer information, furnish all necessary scanning equipment and supplies, maintain secure handling procedures for all documents, coordinate activities with the Contracting Officer's Representative (COR), comply with IRS security policies, sign Non-Disclosure Agreements (NDAs), protect Personally Identifiable Information (PII), Sensitive But Unclassified (SBU), Controlled Unclassified Information (CUI), and Federal Tax Information (FTI).
