Background
The Tobyhanna Army Depot (TYAD) is seeking to establish a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for refinishing services. This initiative aims to address historical challenges in managing workload fluctuations due to funding timelines, staffing limitations, and supply chain vulnerabilities.

By leveraging surge contracts for refinishing services, TYAD can proactively mitigate potential bottlenecks and ensure timely execution of projects without compromising quality or cost-effectiveness.

Work Details
The contractor will provide on-call services for the pick-up, refinishing, and return of assets used at TYAD. Services include:
1) Surface preparation and application of pretreatment, paint primer, and topcoat paint according to military specifications (MIL-SPEC), military details (MIL-DTL), and other documentation;
2) Additional processes such as cleaning, sandblasting, masking, unmasking, stenciling, and preservation of finished products;
3) The contractor is responsible for all supervision, labor, equipment, materials, and operations related to the refinishing requirement;
4) All parts sent for refinishing must be labeled by TYAD indicating the required work;
5) A copy of applicable top-level drawings must accompany the assets and be returned upon completion;
6) Any rework due to non-compliance with MIL-SPECs or other standards must be performed at no additional cost;
7) The contractor's location must be within four hours driving distance from TYAD to facilitate expedited service.

Period of Performance
The contract will span five years from the date of award.
