Description

NASA is seeking a consultant to provide advisory ombuds services in the areas of training, developing awareness materials and reports, managing Case Management System, creating and analyzing surveys and providing support with policies and procedures.

Background
The National Aeronautics and Space Administration (NASA) is seeking a consultant to provide advisory ombuds services. The Ombuds Program is based on the principles of confidentiality, neutrality, informality, and independence, as established by the Code of Ethics and Standards of Practice established by the International Ombuds Association. The consultant will be responsible for providing training, developing awareness materials and reports, managing the Case Management System, creating and analyzing surveys, and providing support with policies and procedures.

Work Details
The tasks to be completed under the contract include: providing one-day training for newly appointed Ombuds and ongoing consultation on a case-specific basis; designing and delivering training at the NASA Annual Ombuds training; conducting data collection twice per year on Ombuds cases and writing descriptions of value added, themes, and case scenarios for the annual report; providing communication support including developing short monthly articles and input on Ombuds posters and brochures; developing briefing packages for leadership on Program metrics and themes; analyzing results of the Ombuds Survey and creating an actionable report; supporting the Ombuds Program Manager with revisions and necessary edits to the NASA Policy Directive (NPD)/NASA Procedural Requirements (NPR); facilitating monthly virtual Ombuds meetings; tracking all program actions and monitoring completion; maintaining current document repository and/or common communication portal as required; providing support for annual Ombuds performance evaluations; actively managing the ombuds case management system; accommodating travel on a case-by-case basis.
