OMB EOP - Verification & Validation Process Improvement - MRAS

The Executive Office of the President (EOP), through the General Services Administration (GSA), is conducting market research to explore innovative approaches for improving the Verification & Validation (V&V) processes associated with federal procurement data reporting, specifically within the Federal Procurement Data System (SAM.gov). This initiative is spearheaded by the Office of Federal Procurement Policy (OFPP) and aims to enhance data quality, transparency, and oversight in federal procurement practices. The overarching goal is to develop a comprehensive government-wide technical solution that incorporates real-time data checks, centralized error reporting, and facilitates actionable oversight.

The OFPP has been guided by principles outlined in its 2011 guidance document on improving federal procurement data quality. This guidance emphasizes the importance of complete, accurate, and timely procurement data for effective management and transparency. However, challenges remain in achieving these standards across various agencies. To address these challenges, OFPP seeks industry input on designing a Government-owned V&V solution that not only supports automated data checks but also provides high-level real-time oversight to improve agency compliance with federal standards.

The scope of work involves several key components: developing an oversight dashboard for real-time monitoring; implementing compliance monitoring systems for annual agency submissions; conducting data quality assessments and root cause analyses; managing corrective action plans; and generating reports on data literacy. The proposed solution should leverage advanced technologies and methodologies to ensure robust performance while maintaining security and scalability. Vendors are invited to share their technical approaches for creating a V&V Oversight Dashboard that integrates seamlessly into future government platforms while providing detailed metrics such as exception rates, performance rankings, and trend analyses.

Additionally, specialized systems are required for real-time validation of SAM.gov transactions based on Federal Acquisition Regulation (FAR) logic. These systems should include features such as error alerts targeting specific contracting officials, correction tracking mechanisms linked to corrective action plans (CAPs), and statistically valid sampling automation tools aligned with OMB guidelines. Integration strategies for these systems with existing federal procurement platforms are also sought to ensure seamless operation across agencies involved in federal procurement activities.
