Oman Stevedoring and Related Terminal Services

Background
The U.S. Army Transportation Command (ARTRANS), headquartered at Scott AFB, IL, is responsible for providing coordination worldwide for origin to destination surface traffic management support.

This contract aims to provide Stevedoring and Related Terminal Services (S&RTS) for handling the import and export of designated U.S. Government (USG) cargo throughout the Sultanate of Oman, specifically at the seaports of Duqm, Salalah, and Sohar, as well as Thumrait Royal Airbase and Duqm International Airfield.

Work Details
The contractor shall perform a range of tasks including:
- Handling the import and export of USG cargo at designated locations in Oman.
- Providing facility support, cargo security, customs clearance documentation, and processing cargo from reception by air/vessel to disposition by inland transportation.
- Managing USG cargo which includes containers, vehicles, breakbulk, and rotary or fixed-wing aircraft.
- Conducting stevedoring and longshoring services for loading and discharging vessels, trucks, and rail operations.
- Ensuring operations are conducted 24/7 throughout the year.
- Providing all necessary Contractor Furnished Equipment (CFE), Material Handling Equipment (MHE), staging space, tools, materials, supplies, supervision/management, transportation, and qualified personnel including stevedores and crane operators.
- Conducting safety briefings for personnel before operations commence and ensuring compliance with safety regulations.
- Reporting any incidents or mishaps immediately to the Contracting Officer's Representative (COR).

Place of Performance
The services will be performed at various locations within the Sultanate of Oman including the seaports of Duqm, Salalah, Sohar, Thumrait Royal Airbase, Duqm International Airfield.

Bidder Requirements
Bidders must ensure that all personnel engaged in contract performance are vetted for criminal activity or affiliations detrimental to U.S. interests.

Personnel must possess a Transportation Worker Identification Credential (TWIC) or host nation equivalent. The contractor must provide qualified personnel with relevant experience in stevedoring operations and ensure compliance with local laws regarding labor regulations.
