NOTICE TYPE:
Solicitation for a 100% Small Business Set-aside.
PURPOSE: The Nashville District U.S. Army Corps of Engineers (USACE) has a requirement for a firm fixed price (FFP) Indefinite Delivery Requirements contract made up for one (1) base period and four (4) one year option period for O&M services at Old Hickory Lake. Old Hickory Lake is located on the Cumberland River approximately 25 miles upstream from Nashville, Tennessee. The areas of work are located in Sumner, Wilson, Trousdale, and Davidson counties of Tennessee. Principal cities in the areas are Hendersonville, Gallatin, Mt. Juliet, Old Hickory, Lebanon, Hermitage and Hartsville Tennessee. Old Hickory Lock and Dam is located on mile 216.2, and the Visitor's Center, Resource Manager's Office, Shop Office, Operations Area, and Contract Administrator's Office are near Old Hickory Dam in Hendersonville, Tennessee.
SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Request for Proposal Solicitation, the Government will award one (1) Firm-Fixed Price Requirements Contract to the firm that provides the best value to the Government.
PERIOD OF PERFORMANCE: The anticipated contract period is Three-hundred Sixty-five (365) calendar days for the Base contract with four (4) one-year option periods.
SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. *Currently, www.sam.gov is taking longer than normal to renew/reactivate vendors in SAM, please ensure you submit requests to renew/reactivate SAM registration at least 60 calendar days prior to expiration* Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award. Assignment of a CAGE Code can take up to ten (10) business days after completion of SAM registration. Offerors are highly encouraged to register as soon as possible.
SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. Please refer to the solicitation, once posted, for the exact date and time of the site visit. No other site visit will be scheduled or granted. Once posted; the solicitation will include the latest information on the organized site visit.
An organized site visit will be scheduled for Wednesday, October 15th, 2025, at 10:00 am Central Time. Please see official solicitation posting on SAM.gov for a confirmed date and time.

*NOTE: All participants are required to bring their own personal safety equipment. Safety equipment will not be provided.
REGISTRATION: Only registered persons will be permitted to attend the site visit. In addition to the information below, please also provide your firm's name, firm's CAGE and/or Unique Entity Identifier (known as DUNS) number, and name and position title of primary point-of-contact and their telephone number and email address. Only two (2) individuals from each business entity will be permitted to attend.
U.S. CITIZENS: To register, U.S. citizens interested in attending the site visit shall submit a Nashville District Corps of Engineers (LRN) U.S. Citizen Security Access Form to the LRN Point of Contacts (POCs), Contract Specialist Samantha Clay and Contracting Officer Dellaria Martin, no later than three (3) business days prior to the site visit. If submitting the document in less than three business (3) days prior, the person may not receive approval for participation. Notification of approval or denial will be provided prior to the date of the site visit. FOREIGN NATIONALS (FNs): All non-U.S. Citizens, including permanent residents wishing to attend the site visit must be approved in advance. FNs wishing to attend a site visit shall submit a completed Nashville District Corps of Engineers Foreign National Security Access Form and legible color copies of two (2) of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N-550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I- 688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS Form I-571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to the LRN POCs. These documents must be submitted two (2) weeks prior to the site visit. FN requests require approval at the Headquarters U.S. Army Corps of Engineers (HQ USACE) level. Exceptions will be considered on a case-by-case basis but will be limited. This contract aims to support the Corps' mission of providing quality professional service in public recreational areas.
Work Details
The contractor shall furnish all necessary management, supervision, inspection, personnel, materials, tools, parts, fuel, equipment, vehicles, and transportation to perform the following tasks:
1. Grass Mowing and Maintenance of Landscaped Areas;
2. Cleaning Services - Recreational Facilities and Areas;
3. Janitorial Services;
4. Facility Repair and Maintenance;
5. Dumpster Collection Services;
6. Marking and Painting Boundary Lines.
The work will be conducted in strict accordance with all terms, conditions, general provisions, technical specifications, and drawings included in the solicitation.
Period of Performance
The anticipated contract period is from January 1, 2026 to December 31, 2026 for the base year with four (4) one-year option periods extending potentially until December 31, 2030.
