Description

Please notify the POCs below if you are interested in this requirement. A solicitation will be sent to interested parties following the close of this pre-solicitation notice.

The contractor shall conduct a comprehensive industrial hygiene survey and prepare a comprehensive report for the specified facilities as defined in this PWS.

The RIHS has a requirement to anticipate, recognize, and evaluate potential health hazards associated with processes performed at National Guard (NG) working facilities and to provide sound recommendations for hazard control. The surveys will serve to establish a baseline of workplace conditions or update a previous baseline so that a worker's history of exposures is provided for both civilian and military employees (Army Regulation (AR) 385-10 The Army Safety Program).

Background
The Oklahoma Army National Guard (OKARNG) is seeking a contractor to conduct a comprehensive industrial hygiene survey at various facilities, including AASF, CSMS, MATES, and UTES. The purpose of this contract is to identify and evaluate potential health hazards associated with processes performed at National Guard working facilities and to provide recommendations for hazard control.
This initiative aligns with the Army Regulation 385-10, which governs safety programs within the Army.

Work Details
The contractor shall perform the following tasks: conduct a comprehensive industrial hygiene survey; prepare a detailed report based on the findings; anticipate, recognize, and evaluate potential health hazards; establish or update baseline workplace conditions; document existing engineering, administrative, and personal protective equipment used in each process; evaluate operational ventilation systems for compliance with applicable standards; conduct breathing zone sampling for airborne hazards; measure noise levels on operational equipment and record measurements on DD Form 2214; perform noise dosimetry on maintenance personnel separated into Similar Exposure Groups (SEGs); ensure all mandatory samples are collected regardless of cost; and coordinate with the Regional Industrial Hygiene Southeast office for scheduling site visits.

Bidder Requirements
This opportunity is set aside for small businesses (Small Business Set Aside - Total). Bidders must have relevant experience in industrial hygiene surveys and possess necessary certifications or licenses. Key personnel must have qualifications relevant to industrial hygiene practices.

Incumbent Analysis (see Incumbents section for more detail)
The prior awards W912L624P0010 (Fitzroy Environmental Consulting, $38,500; 09/23/24–09/22/25) and W912L624P0012 (JWJ Consulting, $30,000; 09/24/24–09/22/25) both involved industrial hygiene (IH) facility surveys, including AASF-related work (e.g., AASF #1 LEXINGTON OK). The current requirement similarly calls for comprehensive IH surveys to anticipate, recognize, and evaluate health hazards, establish or update baseline workplace conditions, and produce detailed reports with sampling and evaluation of workplace exposures (including breathing zone sampling and noise measurements). This suggests the current effort may be a continuation or expansion of the same baseline survey activities across the specified facilities.
