NOTICE OF SUBCONTRACTING OPPORTUNITY

PROJECT: OK NP MULTI PMS(1), Pavement Preservation Oklahoma and TX NP MULTI PMS(2), Pavement Preservation North Texas

LOCATION: Moore and Potter Counties, Texas. Murray and Roger Mills Counties, Oklahoma.

Alibates Flint Quarries National Monument (ALFL), Chicasaw National Recreation Area (CHIC), Lake Meredith National Recreation Area (LAMR), and Washita Battlefield National Historic Site (WABA).

WORK: This work consists of full depth reclamation overlay, and pavement preservation. See Project Description posted under Attachments for additional details.

LENGTH: 24.58 miles

TENTATIVE COMPLETION DATE: Summer 2026

CONTRACT TYPE: Negotiated Firm-Fixed-Price Task Order

ESTIMATED PRICE RANGE: Between $10,000,000 and $20,000,000.

This project is anticipated to be solicited Summer/Fall 2025.

Background
The project is being solicited by the Western Region Pavement Preservation MATOC, focusing on pavement preservation in Oklahoma and Texas. The goal of the contract is to enhance road conditions through various construction tasks, contributing to the mission of maintaining and improving federal lands.

Work Details
The work includes full depth reclamation overlay and pavement preservation over a project length of 24.58 miles. Specific tasks include:
- Construction Survey & Staking: No
- Contractor Quality Control and Assurance: Yes
- Contractor Sampling & Testing: Yes
- Soil Erosion & Sediment Control: Required for all divisions.

Detailed construction tasks include:
- Earthwork: Removal of headwalls, full depth reclamation, and roadway aggregate placement.
- Asphalt Pavements & Surface Treatments: Includes asphalt concrete pavement, fog seal, chip seal, micro surfacing, asphalt tack coat, crack cleaning and sealing, and scrub seal.
- Rigid Pavement: Sealing joints and cracks.
- Incidental Construction: Installation of pipe culverts, cleaning culverts in place, concrete wheelstops, curb and gutter installation, rental equipment provision, general labor requirements, and temporary traffic control measures.

Period of Performance
The contract is expected to be performed with a tentative completion date set for Summer 2026.

Place of Performance
The projects will be conducted in Moore and Potter Counties in Texas as well as Murray and Roger Mills Counties in Oklahoma.
