Notice of Intent to Sole Source MCI Diagnostic Center, LLC

The Department of Labor (DOL), Office of Assistant Secretary of Administration and Management (OASAM), intends to award on a sole source basis with MCI Diagnostic Center, LLC, under the authority of FAR 13.106 1(b)(1)(i) Soliciting from a Single Source.

The Contractor shall provide the Department of Labor (DOL), Employment and Training Administration (ETA), Office of Job Corps (OJC) laboratory screening of Job Corps students for drugs of abuse, testing and identifying students who may have genital infections caused by Chlamydia, and testing and identifying students infected with the Human Immunodeficiency Virus (HIV). This includes supplying 121 Job Corps centers with all supplies and equipment necessary to collect blood and urine specimens, and to package and ship specimens to the lab, where they will be processed and analyzed. The Contractor shall report test results to all centers and inform centers and the Contracting Officer's Representative (COR) of any problems encountered in the process. In addition, the Contractor shall provide COVID-19 infection testing supplies and support including qualified personnel, equipment, tools, materials, supervision, and other related items and non-personal services.

This is a sole source contract for the incumbent MCI Diagnostic Center, LLC, for a period of performance of 6 months with a value of $3,000,000. The sole source contract is necessary for continuation of services as the solution for the stop-work order resulting from an award protest.
