OIT Clinical Data Mart Operations and Maintenance (CDM)

Background
The Indian Health Service (IHS) is seeking to enhance its data management capabilities through the OIT Clinical Data Mart Operations and Maintenance (CDM) contract. This initiative aims to support the agency's mission of providing comprehensive healthcare services to American Indians and Alaska Natives by ensuring that data-driven decision-making processes are efficient and effective.

The contract will facilitate the maintenance and enhancement of existing data marts, which are essential for reporting, analytics, and operational efficiency within IHS programs.

Work Details
The contractor will be responsible for a variety of tasks including:
1. Providing Data Mart Operations and Maintenance;
2. Developing Business Intelligence/Analytic solutions such as dashboards and scorecards;
3. Preparing and publishing user reports;
4. Answering customer inquiries and providing technical assistance;
5. Delivering timely customer service to IHS and Tribal staff;
6. Implementing Data Quality Assurance processes;
7. Developing, testing, and assisting with training on new or enhanced data marts;
8. Conforming to Program/Project Management Processes;
9. Preparing and maintaining documentation for data marts;
10. Ensuring security compliance with IHS and Federal Regulations.

Period of Performance
The period of performance includes a base period of six months from September 30, 2026, to March 30, 2027, followed by four one-year option periods.

Place of Performance
Work will be performed at the IHS Office of Information Technology office or at the vendor's location.

Bidder Requirements
Bidders must be classified as an Indian Small Business Economic Enterprise (ISBEE). They should also demonstrate relevant experience in data management, possess necessary security clearances, hold appropriate licenses or certifications, and provide key personnel with essential technical skills for successful task execution.
