Background
The U.S. Army is issuing a requirement for the cleaning and waste disposal of Oil/Water Separators (OWS) at Fort Drum, New York. This contract aims to ensure the proper maintenance and environmental compliance of OWS used primarily in car washes, equipment maintenance, and aircraft hangar operations.

The goal is to provide necessary resources for hazardous waste testing, cleaning, recycling, and disposal of waste generated from approximately 30 OWS annually, with an average sludge volume of 6,200 gallons per separator.

Work Details
The contractor shall provide all resources necessary to perform the cleaning of Oil Water Separators (OWS) in accordance with the Performance Work Statement (PWS). Key tasks include:
1. Cleaning of approximately 30 OWS annually.
2. Handling both pumpable and non-pumpable solids and liquids that may or may not be hazardous as defined by 40 CFR Part 261.
3. Ensuring that contractor personnel are trained and qualified to perform the required tasks safely and effectively.
4. Maintaining records of training qualifications and certifications for all employees involved in the contract work.
5. Complying with all applicable federal, state, local laws, and Fort Drum regulations regarding environmental safety and health.
6. Reporting any serious accidents or incidents immediately to the appropriate authorities at Fort Drum.
