Oil Water Separator, Clarifier, Sump & Sludge Pumping Services

Background
The Department of Homeland Security (DHS), U.S. Customs & Border Protection (CBP), is seeking to acquire support for the cleaning, pumping, and disposal of sludge, mud, backwash, and wastewater services at multiple CBP locations. This acquisition is set-aside for small business concerns and aims to meet the specifications outlined in the attached statement of work (SOW).

The contract will be awarded as a firm-fixed-price for a base period of one year with four additional 12-month option periods.

Work Details
The contractor will provide services that include: cleaning, pumping, and disposal of sludge, mud, backwash, and wastewater at nine designated U.S. Border Patrol locations within the San Diego Sector. Specific tasks include collection from fuel islands, garage sumps, mud trenches, water treatment plants, and carwash oil-water separators/clarifiers.

Additional services may be required with 24 hours' notice due to unforeseen weather conditions. Contractors must possess the required permit to pump out and properly dispose of water treatment plant backwash water to the City of San Diego.

Period of Performance
The period of performance for this contract is from August 7, 2026 through August 6, 2031.

Place of Performance
Services will be performed at multiple locations within the San Diego Sector.
