This is a combined synopsis and solicitation for a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contract for 42 Oil Spill Response Boom Platforms and 112 Oil Spil Response Utility Boats. Background
The contract is for the design, construction, testing, configuration control, documentation, and program management for the acquisition of Boom Platform (BP) and Utility Boats (UB) for Naval Facilities (NAVFAC) Oil Spill Response (OSR). The Naval Facilities Engineering Systems Command (NAVFAC) has been procuring boats to support the OSR Program since 1974 and maintains approximately 400 boats in the Craft & Boat Support System (CBSS) inventory database. The primary mission of the 30BP is to transport boom sections to the oil spill location, while the primary mission of the 25UB is to deploy the response boom from the 30BP and tend to it while the skimmer recovers the oil. The OSR boats are centrally procured via the US Navy Boat and Craft Program Office, PEO SHIPS (PMS 300G).

Work Details
The contract includes specific products such as OSR Boom Platforms, OSR Utility Boats, Technical Data Packages for Non-Recurring Engineering, Provisioned Items Orders (PIO) Spares, and Engineering & Industrial Services. The contract is a 6-year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum guarantee of one Oil Spill Response (OSR) Boom Platform and one Oil Spill Response (OSR) Utility Boat. The maximum ceiling value of the contract is TBD. Delivery Orders will be issued against the CLINs and priced using a stepladder pricing chart based on ordering periods ranging from date of contract award to 2,190 days after contract award.

The period of performance for this contract is 6 years.

Place of Performance
The products are to be delivered FOB Destination to Naval Support Fleet Logistic Center at Cheatham Annex in Williamsburg, VA and Defense Logistics Agency Defense Distribution Depot Center in San Diego, CA.
