Background
The Department of Veterans Affairs (VA) is issuing a combined synopsis RFP for water testing services at various government-owned facilities in Ohio, specifically targeting locations where patients, residents, or visitors stay overnight.

This contract is set aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB) and will utilize a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract structure. The primary goal is to ensure compliance with VHA Directive 1061 and other applicable standards to prevent healthcare-associated Legionella and other waterborne hazards.

Work Details
The contractor will be responsible for providing all labor, materials, shipping, equipment, supervision, transportation, and electronic data reporting necessary to conduct water sampling and analysis at all VA Medical Centers and associated sites in Ohio.

Key tasks include:
- Collection of water samples at each facility using required sample containers and field-testing equipment.
- On-site physical and chemical testing including pH, temperature, residual biocide levels.
- Legionella testing by culture method only; laboratory must be CDC ELITE certified.
- Quarterly dental waterline testing per Infection Control Standards.
- Weekly potable water quality analysis for hot and cold outlets.
- Monthly and quarterly sterile processing system testing as per AAMI ST108 standards.
- Supplemental sampling as determined by facility COR for additional tests such as coliforms/E. coli.
- All samples must be transported under strict chain of custody procedures to certified laboratories.

Period of Performance
The contract period begins on October 7, 2026, and ends on October 6, 2027. There are options to extend the contract for up to four additional years.

Place of Performance
The services will be performed at various locations across Ohio including Cincinnati, Chillicothe, Columbus, Cleveland, and Dayton.

Bidder Requirements
Bidders must be certified as Service Disabled Veteran Owned Small Businesses (SDVOSB). They must demonstrate relevant experience in water testing services and comply with all mandatory federal, state, local regulations governing these services. Additionally, contractors are required to have the necessary licenses and insurance to perform the work.

HGS Engineering also performed water testing under a VISN 10 task order (36C25024D0119-36C25026N0387, $161,373, 05/01/26–04/30/27), indicating continuity of similar water testing services for VA facilities.

This is a combined synopsis RFP set aside 100% SDVOSB Firm-Fixed Price IDIQ water testing for Ohio facilities with the Department of Veterans Affairs. The Department of Veterans Affairs has a requirement for water testing sample collection, analysis, and results management for government-owned buildings in which patients, residents, or visitors stay overnight located primarily in Cincinnati, Chillicothe, Columbus, Cleveland and Dayton. We are looking for a contractor to provide these water testing services (similar to a Legionella or SPS/ST108 FFP contract) The expectation is routine weekly, monthly, quarterly testing with additional testing done upon task order between the contractor and Contracting Officer as typical with an IDIQ and the retesting needs that arise with water testing. Contractors are asked to use the Price/Cost Excel sheet to present their price proposals in combination with the RFQ document and to understand the tests that may be required for these services. Review and read all attachments. 9/23/26 2:00 pm EST is deadline to email questions to contracting POCs. Submission deadline of Proposals is 9/29/26 2:00 PM. There will be no site visits.
