Background
The Bureau of Land Management (BLM) is issuing this solicitation for veterinary services at the Pauls Valley Adoption Facility located in Pauls Valley, Oklahoma. The contractor will provide routine professional veterinary services on designated treatment days and as needed.

The goal of this contract is to ensure the health and welfare of the equine population at the facility, which may vary in workload depending on shipping activity and animal health. The veterinarian must be licensed in Oklahoma and USDA accredited for issuing interstate health certificates.

Work Details
The contractor shall perform a variety of veterinary services including but not limited to: visual examinations to determine the general health of individual animals, issuing interstate health certificates, drawing blood samples for equine infectious anemia (EIA), preparing documentation for laboratory submission, and providing treatment for various conditions as outlined in the schedule of items.

The contractor must also provide proof of professional liability insurance covering veterinary practice. Key personnel must be listed, including an alternate veterinarian's contact information. The veterinarian or alternate must be available within 4 hours of notification for emergencies and given at least 24 hours' notice for non-emergency situations. Approximately 70% of the workload will involve routine examinations and health certifications, while 30% will include specific treatments such as castration, wound care, colic treatment, and more as detailed in the pricing schedule.

Period of Performance
The contract will be performed over a base year with options for up to four additional years, allowing for continued veterinary services as needed.

Place of Performance
The contract will be performed at the Pauls Valley Adoption Facility located at 16204 NCR 3205, Pauls Valley, OK.
