Background
The Bureau of Land Management (BLM) is seeking to procure high-quality alfalfa hay for the feeding of wild horses and burros at the Wild Horse and Burro Adoption Center in Paul’s Valley, Oklahoma. This acquisition supports the National Wild Horse and Burro Program, which manages excess wild horses and burros on federal lands. The program ensures these animals receive proper care as they transition to private homes through adoption.

Work Details
The contractor is required to provide high-quality alfalfa hay for the feeding of 400-600 wild horses and burros throughout the year. The contract stipulates a minimum delivery of 200 tons and up to 1500 tons per year, with deliveries coordinated with BLM's Representative (COR). Specific requirements include:
- Alfalfa hay must be from 2026 or 2027 crops, domestically grown.
- Each bale must contain at least 75% alfalfa and no more than 25% grass.
- Crude Protein level must be 14% or higher, with a Relative Feed Value of 140 or higher.
- Hay must be free from noxious weeds, mold, animal debris, dangerous pesticides, and foreign matter.

Bale Specifications:
- Weight: No less than 800 pounds and no more than 2200 pounds.
- Size: Large square bales (4x4x8, 4x3x8, or 3x3x8); round bales are not acceptable.
- Quality: Must not have rain damage or moldy conditions.
