The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Houston Field Office (HFO), and Seaport, Texas, has an immediate requirement for use of a weapon firing range, with training facilities, located in the Houston area available for CBP use from 0600 to 1600 Monday through Friday, including weekly holidays with exception of Thanksgiving, Christmas, and New Year. The Firing Range must meet or exceed all Federal, State and Local Health, Safety and Environmental Requirements.

The contractor's facility may not be located in excess of 40 miles from the Seaport Office located at 7141 Office City Drive, Houston, TX 77087.

Award will be made on a best value, trade-off basis. This is a total small business set-aside. The Government intends to issue a Firm Fixed Price contract with a base year and four option years. The base year period of performace will be March 1, 2025 - February 28, 2026. The entire term of the contract including options will be March 1, 2025 - February 28, 2030.

The scope and description of the requirements are included in the attached Statement of Work.

Vendors must submit the following:

1. Written technical proposal stating in their own words that the vendor understands and will fulfill all requirements in the Statement of Work, has working knowledge of applicable rules and regulations, and written submission must be three (3) pages or less.

2. Past performance information sufficient to identify and describe their current and previous experience in industry or Government (Federal, State, or Local) in similar projects (size and scope) such as described in the Statement of Work. At least three current/previous contracts must be identified with the following information: project or contract title; contract number; contract type; date of contract award; period of performance; total contract value (including options); contracting agency or firm with point of contact, address, and telephone numbers.

3. Complete the Pricing Sheet. Do not make any edits to the formulas and the pricing sheet must be submitted in an excel format.

Background
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Houston Field Office (HFO), and Seaport, Texas, has an immediate requirement for a weapon firing range with training facilities located in the Houston area.

The facility must be available for CBP use from 0600 to 1600 Monday through Friday, including weekly holidays except for Thanksgiving, Christmas, and New Year. The firing range must meet or exceed all Federal, State, and Local Health, Safety, and Environmental Requirements.

Work Details
The contractor shall provide a firing range with the following specifications:
- A firing range lane with eight to ten (8-10) individual firing positions on each line.
- At least one firing line capable of handling M4 qualifications.
- A minimum twenty-five-yard (25) firing lane suitable for all CBP firearms training and qualification requirements.
- If outdoor, the ground surface must be a maneuverable clean safe surface; dirt or grass surfaces are not acceptable.
- Officers will have broad access to the range for training purposes and shooter movement for performing scenario-based defensive tactics.
- Classroom facilities accommodating up to 12 individuals for instruction with PowerPoint capabilities and space for practicing defensive tactical moves.
- Access to a “shoot house” for active shooter training.

Specific tasks include:
- Providing necessary operational equipment to meet OSHA and Federal/State requirements.
- Maintaining cleanliness and safety standards including waste disposal of hazardous materials.
- Ensuring proper ventilation systems are in place with regular testing and documentation available to CBP upon request.
- Providing restrooms, cleaning areas, and first aid kits on-site.
- Collecting spent brass casings daily and ensuring compliance with environmental regulations regarding waste disposal.

Period of Performance
Base Year: March 1, 2025 – February 28, 2026; Option Year 1: March 1, 2026 – February 28, 2027; Option Year 2: March 1, 2027 – February 29, 2028; Option Year 3: March 1, 2028 – February 28, 2029; Option Year 4: March 1, 2029 – February 28, 2030.

The contractor's facility must be located within a maximum distance of 40 miles from the Seaport Office at 7141 Office City Drive, Houston, TX 77087.
