Background
The 55th Contracting Squadron at Offutt Air Force Base, NE, is conducting market research to gather information regarding the lease or purchase of a mail meter for the Offutt AFB post office.

This initiative aligns with the agency's mission to ensure efficient postal operations within the base's Official Mail Center.

Work Details
The contractor shall provide a lease of a mail postage meter for the Official Mail Center (OMC) located in Building 513. The lease must encompass the following components:
1. **Mail Metering Equipment**: Provision of necessary equipment for mail metering.
2. **Maintenance**: The contractor must offer maintenance services as per manufacturer specifications, ensuring that any inoperative equipment is repaired or replaced within 48 hours.
3. **Software**: Software must be maintained and updated to prevent interruptions in mail room operations, with similar repair timelines as equipment. It should also generate accurate annual postage cost reports for each account and support web-based solutions.
4. **Training**: The contractor is required to provide two training sessions—one within one business day of equipment delivery and another within 90 days—each lasting four hours, coordinated with the Official Postal Manager.
5. **Security Requirements**: Contractors must comply with security protocols at Offutt AFB, including being escorted on base for installation, training, and repairs, and undergoing a National Crime Information Center (NCIC) background check.
