Offutt Air Force Base High-Altitude Electromagnetic Pulse (HEMP) Hardness Maintenance/Hardness Surveillance (HM/HS) Engineering/Technical Support and Enhancements

Background
The Offutt Air Force Base is seeking contractors to provide High-Altitude Electromagnetic Pulse (HEMP) Hardness Maintenance/Hardness Surveillance (HM/HS) Engineering and Technical Support and Enhancements.

The goal of this contract is to ensure the integrity and resilience of systems against electromagnetic threats, which is critical for national security operations.

Work Details
The contractor will be responsible for the following tasks:
1. Conducting HEMP hardness maintenance and surveillance activities to assess and enhance the resilience of systems against electromagnetic threats.
2. Providing engineering support for the development and implementation of HEMP HM/HS plans and procedures.
3. Performing testing services, including Shielded Effectiveness (SE) Testing, Continuous Wave Immersion Surveillance (CWIS) Testing, and Ultrasonic Shield Testing, with specific experience requirements outlined:
a. 10 years of demonstrated experience in HEMP HM/HS;
b. 10 years in SE testing;
c. 2 years in CWIS testing across specified frequencies;
d. 10 years in Ultrasonic Shield testing.
4. Developing a comprehensive management plan that includes key personnel qualifications, subcontractor management strategies, and quality control measures.

Period of Performance
The contract will be performed from May 1, 2026, to April 15, 2027.

Place of Performance
The work will be conducted at Offutt Air Force Base located at 900 SAC Blvd BLDG 1000 S1 152, Offutt AFB, NE 68113-5455.
