DESCRIPTION:

On or about 22 February 2021, this office will issue a solicitation for a one-step design-build (DB) project for Consolidated Rec Facility and associated equipment storage facility located at Offutt AFB, NE.

This solicitation is OPEN TO SMALL BUSINESS PARTICIPATION only. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer.

SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION:

Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management SAM' database at https://beta.sam.gov/. The representations and certifications section in SAM is required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM.

PROJECT DESCRIPTION (approx. quantities)

This project will consist of constructing a 940 SM consolidated recreational facility to include a reception hall, equipment rental and check-out area, a small office, restrooms, laundry, and shower facilities, a catering kitchen (refrigerator, freezer, ice maker, sink only), equipment storage areas, and a mechanical room. Construction will be a raised frame facility on backfilled concrete foundations with a sloped standing seamed metal roof. Construction of an equipment storage facility (270 SM) is also included. Project includes all HVAC, electrical, communications, plumbing, site preparations, sidewalks, pavements, demolition and Hazardous Material mitigation, lake bank stabilization, a new dock, outdoor equipment storage areas, screen fencing retaining walls, landscaping, and ADA requirements; ramps and railings. Sustainable principles, to include Life Cycle cost effective practices, will be integrated into the design, development, and construction of the project in accordance with Executive Order 13423, 10 USC 2802 (c), and other applicable laws and Executive Orders.

The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 540 calendar days) after receipt of NTP. Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.

The magnitude of construction costs for this project is between $5,000,000 and $8,000,000.

SOLICITATION EVALUATION CRITERIA

This is a Best Value-Tradeoff solicitation for the Design and Construction of the Lake Campus,

Consolidated Recreation Facility, Offutt AFB, NE. The Government will evaluate the proposals in accordance with the criteria described within the forthcoming solicitation, and award a firm-fixed-price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government.

SITE VISIT

A site visit is tentatively scheduled for Tuesday, March 9, 2021 at 1300 local time, however, due to the current environment, site visit information may change. Details on the site information will be provided in the forthcoming solicitation, Section 00 21 00.
