The United States Coast Guard (USCG) is hereby issuing a full and open competitive Request for Proposal (RFP) for the Detail Design and Production of up to 11 Offshore Patrol Cutters (OPCs), Long Lead Time Materials (LLTM), Logistics, Training, and Life Cycle Engineering. The OPC is a critical USCG element in the support of the national security strategy for maintaining the nation's economic, social, environmental, and military security mission areas. The OPC will typically conduct its primary missions beyond 12 nautical miles from shore, and will be employed around the globe; anywhere the national interests require the USCG's unique blend of authorities and capabilities. When operational, OPCs will form the core of the Coast Guard's offshore cutter fleet, comprising approximately 70% of the Service's offshore cutter capacity.
The acquisition is being conducted in accordance with FAR Part 15, Contracting by Negotiation, procedures. The USCG plans to award one (1) Fixed Price Incentive Firm (FPIF) contract resulting from this RFP. This RFP is solicited on an unrestricted basis and all responsible business concerns may respond to this solicitation. Offerors are advised that direct bid and proposal costs will not be reimbursed.
System for Award Management - By submission of a proposal, Offerors acknowledge the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov/SAM/
Potential Offerors are advised that, certain reference documents and technical data are restricted access and will be subject to International Trafficking in Arms Regulations (ITAR) and/or limited distribution. The restricted access documents fall into two categories based on how they will be released to interested Offerors. Group 1 documents will be released via the restricted access request in this posting and the folder is titled "J-Attachments." To request access to Group 1 documents, interested Offerors must submit a valid DD-2345 to OPC@uscg.mil and click the request access next to the restricted access document in this posting titled "J-Attachments." Group 2 documents will be mailed to the Data Custodian listed on the interested Offeror's valid DD-2345.
The drawings and data contained in the RFP may or may not include restrictive markings. No Offeror or any other person who gains access to the RFP may use the contents of the RFP, whether marked with restrictive markings or not so marked, for any purpose whatsoever except to submit a proposal in response to the RFP herein. Any use of the contents of the RFP beyond this limitation will subject the Offeror or any other person who so uses those contents to criminal and civil liability.
